crazy in looking for a job in Belgium (Brussels)

Can anyone tell me why it's so difficult for a foreigner to get a job here in Belgium?
I am a Chinese woman who married with a Belgian man.moved here since 15th June.I speak Chinese and English.and finished my 1,1 of dutch.I started to searching for a job.......sent many many cvs.but always no answer or "you have to speak dutch"......I don't know.what can I do here?I was a sales in China .but in Belgium.I can't do the same job.plus.I don't have diploma.I tried to find some cleaning job.something that I have never done in my life.but.still..at least have to speak basic dutch and know how to drive a car from house to house.I am getting crazy in this.....how can I surrivel here?I feel so low and frustrated..
